As dishonest as people are in this country, there will always be fraud. And the biggest fraud will (as always) be white collar. Those are the MD’s that get busted for $100 million Medicare scams. Or the large HMOs that cross the line gaming the billing systems and get slapped with billion-dollar fines. The perpetrators live in mansions, golf at Mar-A-Lago, and donate generously at charity balls. However, the fact that people will try to game the system, even dishonestly, is no reason not to have a system at all. It is the difference between believing that good government takes real effort and will never be perfect, but is worth trying for, and the belief that since government will never be perfect, it should never try anything.
